Unification movements in Europe

Europe’s borders may appear fixed, but several movements still advocate the unification of states or territories divided by today’s frontiers. Their significance varies considerably. Irish reunification is an established constitutional possibility under the Good Friday Agreement, while unification between Romania and Moldova remains an active political debate: a May 2026 INSCOP poll found 71.9% of Romanians would support it in a referendum, compared with around 38% in a June poll in Moldova.

Elsewhere, the ideas range from cultural projects to historically powerful forms of nationalism. Iberianism envisages some form of union between Spain and Portugal; the Greater Netherlands links the Netherlands with Dutch-speaking Flanders; and Rattachism advocates the incorporation of French-speaking Wallonia into France. Enosis, the movement for Cyprus to unite with Greece, played a major role in the island’s 20th-century history. In the Balkans, Greater Albania and Greater Serbia are irredentist concepts based on bringing territories associated with Albanian or Serbian populations and historical claims into larger national states.

The Russia–Belarus case is different from the others because the two countries already participate in a formal Union State, created through treaties in the 1990s, while remaining internationally recognised as separate sovereign states. Overall, these movements should not be interpreted as equally popular or equally likely to happen: some are significant contemporary political questions, while others survive primarily as historical, nationalist or fringe projects.
