Why are Romania and especially Bulgaria so low despite being in the EU for near 2 decades now?🤔

Like I get it that they won't be as high as other EU members but to be below even fellow Balkan nations and Russia,Belarus and all is just too much,especially Bulgaria which is in the bottom 3 for all of Europe.
