On August 23, 1939, Hitler and Stalin signed a so-called "non-aggression" pact that included a secret protocol delimiting the spheres of influence of Germany and the U.R.S.S. from the northern border of Lithuania through three Polish rivers (Pisa, Narev, Vistula and San) to Prout, including the Romanian Bessarabia in the Soviet sphere.

But, these secret articles are the key to the so-called non-aggression pact: if the two opponents have overcome their mutual distrust and temporarily set aside their ideological antagonism, it is thanks to the spoils that they vowed to share after a concert aggression. The pact, public, of non-aggression between the two parties was based on their project, secret, of aggression by one or more third parties. In fact, the main thing was the annex.

And, after the invasion of Poland, on September 1st by Germany, and on September 17th by the U.R.S.S., a treaty of friendship and border delimitation was signed on the 29th, which, considering the Polish state as disintegrated, decided that public administration would now be carried out by the German government in the west of Poland the division line and by the U.R.S.S. government in the east, without interference of any other power. The treaty was accompanied by annexed protocols including a confidential and two secrets. The German-Soviet pact satisfied, at the moment, the two protagonists. Hitler wanted a war, he did. Stalin wanted to start a war - so that Western Europe would be the victim of serious turmoil and disorder - but it started.

An additional secret protocol brings a modification by which the USSR acquires Lithuania for financial compensation (January 10, 1941).
